If there is a deficiency, the four limbs will be unable to function; if blood and qi have not yet become disordered, the five zang organs remain stable, and muscle twitching occurs, this condition is termed "minor wind" (Wei Feng). The Yellow Emperor asked: How should tonification and sedation be applied? Qibo replied: If the physical form indicates excess, sedate the yang meridians; if it indicates deficiency, tonify the yang collaterals. The Yellow Emperor asked: How should micro-needling be performed? Qibo replied: Select points between the muscle layers, avoid penetrating the main meridians, and do not damage the collaterals; once the defensive qi (Wei Qi) is restored, the pathogenic factor will dissipate. The Yellow Emperor said: Excellent! How should excess and deficiency of the will (Zhi, associated with the Kidney) be handled? Qibo replied: Excess of the will manifests as abdominal distension and undigested food diarrhea (Sun Xie); deficiency manifests as cold extremities (Jue). If blood and qi have not yet become disordered and the five zang organs are stable, only slight movement in the bone joints may be observed. The Yellow Emperor asked: How should tonification and sedation be applied in this context? Qibo replied: In cases of excess, apply sedation by draining the blood within the sinews; in cases of deficiency, apply tonification by retaining the needle to consolidate qi and blood. The Yellow Emperor asked: How should needling be performed when blood and qi have not yet become disordered? Qibo replied: Treat immediately, but avoid needling the specific location where the pathogen resides within the meridian, so that the pathogen can be rapidly depleted. If the blood is turbid while the qi is clear, rapid sedation will lead to exhaustion of qi; if the blood is turbid and the qi is stagnant, rapid sedation will unblock the meridians.
