Discussion states: When the fetus is in the womb, if it receives insufficient congenital essence, leading to deficiency of the Liver and Heart meridians; after birth, if nursing care is improper, or if exposed to external pathogenic factors, or due to improper umbilical cord care where the wound scab has not yet healed, once Wind pathogen enters, it causes weakness of the Zang-Fu organs and obstruction of the meridians. Stagnation transforms into Heat. Since Wind is agile and changes rapidly, entering the Ying (Nutritive) and Wei (Defensive) Qi and Blood levels, it causes high fever, vomiting, restlessness, sleep disturbances with startles, and convulsions of the hands and feet. Hence it is called "Fetal Wind" (Tai Feng). If left untreated, it develops into Epilepsy (Xian Ji).
