According to *San Yin Fang* (Three Causes Formulary): If a newborn fails to cry immediately after birth, it is certainly due to difficult labor or exposure to cold. Immediately wrap the infant in cotton wool and hold them against your chest. Do not sever the umbilical cord yet. Instead, burn the placenta in a charcoal stove. Meanwhile, twist a large paper strip, dip it in oil, ignite it, and smoke the area below the umbilical cord. Since the umbilical cord connects to the infant, the heat from the fire will enter the abdomen through the navel. Then, rinse the umbilical cord with hot vinegar water. After a short while, when the infant's breath returns and they cry normally as usual, bathing may commence. Once finished, sever the umbilical cord. For infants with delayed crying, gently whip their back with white parts of green onions (*Cong Bai*), and they will cry. According to *Shui Jian Fang*: For "fetal wind" causing inability to cry at birth, take small-leaf hibiscus (*Xiao Ye Kui*) from the garden, crush it to extract juice, mix with bear gallbladder powder (*Xiong Dan Mo*), and administer upon entry into the mouth to prevent danger. The method for examining under the tongue is described previously. If an infant does not cry upon landing on the ground, cannot swallow milk, and appears lifeless like a corpse, urgently examine the uvula (*Xuan Yong*) in the throat; there may be a blister above it. Puncture it with a finger, wipe away the foul blood with cloth, ensuring it is not swallowed, and the infant will regain voice and ability to swallow milk.
When an infant is born with closed eyes, open mouth, and constant moaning, it is caused by fetal heat toxicity. Administer Tian Zhu Huang San (Tianzhu Huang Powder) to cool the five zang organs (see formula for Chong She/Double Tongue), and have the mother consume it. Additionally, wash the eyes with decoction prepared in a bamboo tube. Neonatal eye closure results from the mother consuming hot or toxic foods during pregnancy. The treatment method involves washing the eyes with steam from a small amount of bear gallbladder (*Xiong Dan*) seven times a day. If the eyes do not open after three days, administer Sheng Di Huang Tang (Rehmannia Decoction). The lactating mother must also consume Shan Yin Chen Tang (Mountain Artemisia Decoction). All newborns must be thoroughly cleaned; if not cleaned properly, filth will soak into the eyes, causing redness and ulceration, which may persist into adulthood without healing.
**Sheng Di Huang Tang** (Rehmannia Decoction): Treats neonatal eye closure.
* Radix Rehmanniae Preparata (*Gan Di Huang*)
* Radix Paeoniae Rubra (*Chi Shao Yao*)
* Rhizoma Chuanxiong (*Chuan Xiong*)
* Radix Angelicae Sinensis (*Dang Gui*, remove rhizome)
* Radix Trichosanthis (*Gua Lou Gen*)
* Radix Glycyrrhizae (*Gan Cao*)
Grind the above ingredients into fine powder. Take a small amount, prepare a decoction with Juncus effusus (*Deng Xin*), mix, and apply to the mouth. Administer quickly.
**Si Sheng San** (Four Sages Powder): Treats infants suffering from fetal heat toxicity, resulting in eyes not opening after birth.
* Junci Medulla (*Deng Xin*)
* Cortex Phellodendri (*Huang Lian*)
* Cortex Fraxini (*Qin Pi*)
* Equiseti Herba (*Mu Zei*)
* Ziziphus Jujuba (*Zao Zi*) (each half liang)
Coarsely crush the above ingredients. For each dose, use two qian, add one sheng of water, and decoct until reduced to seven tenths. Clarify and remove dregs. Wash the eyes frequently at any time; the eyes will naturally open.
**Eye Washing Formula**
* Cortex Phellodendri (*Huang Lian*)
* Cortex Fraxini (*Qin Pi*)
* Junci Medulla (*Deng Xin*)
* Ziziphus Jujuba (*Da Zao*) (equal parts)
Decoct the above ingredients using a bamboo tube.
