Commentary: The Heart governs speech (Yan), and the Liver governs discourse (Yu); their meridians belong to the Hand-Shaoyin (Heart) and Foot-Jueyin (Liver). Their Qi connects upward to the tongue, which is the mechanism of voice. If, at the time of initial endowment, the mother experiences fright or terror, it results in insufficient Heart Fire and weak Liver Wood in the child. Consequently, the mechanisms become uncoordinated, Qi fails to circulate freely, leading to delayed speech. In severe cases, a child may be unable to speak for several years.
Formula Shaoyao Tang (Peony Decoction) for treating children with insufficient Heart Qi, weakness at the root of the tongue, and delayed speech:

Commentary: Teeth are the culmination of bones and are nourished by marrow. The meridians of Hand-Mingyang (Large Intestine) and Foot-Taiyang (Bladder) enter into the teeth. When Blood and Qi are abundant, marrow is strong; even if teeth are damaged or fall out, they can regenerate. If the body is weak, Blood and Qi are depleted, and Wind-Cold pathogens invade, causing teeth to fail to emerge for a long time. Even if they do emerge, they may suffer from caries or decay and cannot regenerate properly.
Formula for treating children whose teeth do not grow or have failed to regrow after falling out:
Heidou within cow dung (Black beans found in cow manure)
Take fourteen beans of this type. Gently remove the skin from the tip. Apply the open tip of the bean to the tooth root repeatedly. This method should be effective.
Formula for treating children whose teeth do not grow:
Xiongshufen (Feces of male mouse, 14 units)
Use one fecal pellet daily to wipe the tooth root. After twenty-one days, the teeth should emerge.
Another Formula:
Daoliang Yidaoli (Rice grains left by the roadside)
Apply this grain to the site of the lost tooth thirty-seven times. The tooth will naturally grow.
Divine Effect Formula for treating children whose teeth do not grow, effective regardless of duration:
Xiongjifen (Feces of male chicken, 14 units with pointed heads) Cijifen (Feces of female chicken, 14 units with round heads)
Burn the above two substances to ash while preserving their medicinal properties. First, use a needle to gently open the gum tissue, then apply the chicken feces ash to the area.
