Discussion states: Xi Sou (cough with wheezing sound in the throat) refers to a condition where coughing is accompanied by excessive phlegm in the chest. The phlegm accumulates in the throat, collides with Qi, and produces a "ya-xia" (wheezing/choking) sound with each breath, hence the name Xi Sou.
Treatment should regulate the Lung Meridian and add formulas that eliminate phlegm and break down fluid retention.
